Dog Litter is basically compressed paper pellets, it doesn't soak up the urine odor very well and I've been told by customers who have tried this, that the dogs enjoy chewing on the pellets and making a big mess all over the place.   (especially puppies who are teething, the paper pellets are hard and feel good on their gums)
